Every country building humanoid robots is answering the same question differently: where does the intelligence live? The West and most of China's buzziest startups answer "inside the robot." But a specifically Chinese school of thought — rooted in telecom, not semiconductors — answers "in the cloud." Its founding text was written by Bill Huang (黄晓庆), the former chief scientist of China Mobile, who in 2015 launched CloudMinds on the bet that a robot's brain is too expensive to carry around. A decade later, in August 2026, Huang's second company, Datta Robotics, raised China's largest-ever seed round at a ¥3 billion valuation on the same thesis. This is the story of that bet, the market behind it, and why it refuses to die.
The global cloud robotics market reached about $11.5B in 2025 and is forecast at $14.2B in 2026, climbing to $92.1B by 2035 at a 23.1% CAGR, according to Market Research Future, which explicitly credits China's MIIT Humanoid Robot Action Plan as a catalyst. Strip away the marketing and the China cloud robotics debate is one engineering tradeoff. On-device AI (the Tesla Optimus, Unitree, AgiBot approach) puts compute on the robot: lower latency, works offline, but each unit carries a costly compute stack and learns alone. Cloud robotics streams perception and decision-making from servers over 5G: the robot body stays cheap, and "when one robot learns, all robots learn." Huang's phrase for this is "一人学会,万人共享" — one learns, ten thousand share.

China's structural advantage for the cloud camp is unusual: it built the world's densest 5G network, and its cloud-robotics founders — Huang at China Mobile, his advisory chair Liu Yunjie at Purple Mountain Laboratories / Shandong Future Network — come from the carrier world. The telecom playbook treats a robot as a "smart terminal" and the cloud as the "network brain," a framing that has no exact equivalent in Silicon Valley.
CloudMinds was founded in March 2015 by Bill Huang — previously China Mobile's chief scientist and, before that, a UTStarcom executive — and was backed early by SoftBank and Foxconn. Its architecture is the HARIX cloud-brain operating system: perception, language and decision-making run remotely; the robot carries sensors, actuators and a thin client. In 2023 CloudMinds released RobotGPT, which it billed as the industry's first robotics multimodal large model; at WAIC 2026 it signed a 1,000-unit agreement with JD Logistics and was named one of China's "seven little dragons" of humanoid robotics.

In September 2025, a related vehicle, Gangzai Robotics (港仔机器人), licensed nearly 2,000 CloudMinds embodied-AI patents and combined the HARIX OS with Beijing Academy of AI's RoboOS to build an "XR-OS" brain operating system — a sign that Huang's intellectual-property portfolio is being recycled into new vessels as he moves on.
The most important cloud-robotics event of 2026 did not involve a robot launch — it was a funding round. On the day Datta Robotics (达塔机器人, Jinan) completed its business registration, it closed a seed round at a pre-money valuation of ¥3 billion (~$420M), the largest seed valuation in China's startup history. Bojiang Capital led; Jianggen Capital and others followed. The company immediately positioned itself as a "cloud-brained robot operator" and platform — not a robot maker — and unveiled the Hairui cloud brain 6.0 and Taisi OS 1.0, an open robot operating system it explicitly compares to Android ("we are not the only robot company; we are the platform for every robot company").
Why is a company with zero products worth ¥3 billion? Three answers, per its backers: the person (Huang's two-decade track record across telecom and robotics), the network (a cloud architecture whose R&D and patents were proven at CloudMinds), and the road (positioning robot brains as "national digital infrastructure," with Liu Yunjie, an academician and Purple Mountain Laboratories chief scientist, chairing its expert committee). Whether the valuation holds is a question for 2027 — but the round tells you exactly where Chinese state-adjacent capital thinks robot intelligence is headed.
The cloud-brain thesis has never lacked critics. Latency is the obvious one: a factory robot that must catch a falling part cannot afford a round trip to a server. Connectivity is second — a cloud robot is only as good as its coverage, which is why CloudMinds targets malls, hospitals, hotels and logistics hubs (indoors, on reliable 5G/Wi-Fi) rather than open fields. Security is third: streaming perception data to a cloud concentrates privacy exposure, a sensitive issue in enterprise and government deployments. And the economics are unproven at scale — 1,000 units with JD Logistics is a pilot, not a business.
The pragmatic synthesis, and where China is quietly heading, is hybrid: high-level reasoning (task planning, language, world models) in the cloud, time-critical control (balance, grasping, collision avoidance) on the robot. That is exactly the division of labor the on-device camp is also converging on from the other direction — and it makes "cloud robotics" less a rival to on-device AI than the network layer of it. For buyers, the practical question is simpler: which architecture delivers the cheapest capable unit for the venue you actually operate in.
